Don't worry about HP at that level, just pass smog. Put all the right parts in it (AtoA AIT etc.) and make upgradeable with injectors and a tune only. That way we wouldn't be buying injectors twice and we could buy the tuning stuff separately. Put back the smog tune when needed and then back to real HP. Personally, I'd be ok if you could keep it under 2 hours DIY to swap back and forth between HP and Smog. Over 4 hours gets into the pain threshold. Been contemplating the engine swap route but that's way into the pain area. Not to mention storing the smog engine.
