The harness is for a fog light (which is the proper description for what you call a 4th break light). The wiring goes to a button on the interior which is used to turn on the fog light during a fog. This button (and a functioning fog light) is only found on Canadian, JDM and I believe European and Australian models (they maybe a few others). Not on US models.
Many people choose to use the fog light spot as a third brake light by not using the harness and wiring to the brakes. You can do the same. The third brake light can be purchased from EVO-R or JDM toys. You can also choose to wire an OEM fog light and fog light button, if so desires, by using the existing harness.
