CA Smog legal power increase?

Is there a way to increase power without invoking the smog refs? I can put intake and exhaust but without a tune will those make any difference? Or can I

Is there a way to increase power without invoking the smog refs? I can put intake and exhaust but without a tune will those make any difference? Or can I tune and put it back to stock for smog without being detected?
