Why is it always the LAST *@#$& BOLT!?!

I put the car on jack stands last night and drenched all of the bolts. This top bolt is harder to spray then the others so maybe I didn't get it good enough. I cut it half way then just broke it off Here is my home made hand saw.. The tape on the back of my hand was there because it was so tight in there I was wearing the skin off.
