HID Bulb Change

All of a sudden my headlights do not go on. I looked high and low for a fuse [in the three obvious fuse-holders] and no 'headlight' fuse seems to exist.

I looked high and low for a fuse [in the three obvious fuse-holders] and no 'headlight' fuse seems to exist. I would like to diagnose the problem or listen to anyone who may have the same problem. Could 2 headlights go bad at the same time?
