Shaun, I've been a detailer for 35+ years & it looks like clear coat has failed. It may be possible to polish it ( can only tell in person )

It may be possible to polish it ( can only tell in person ) keep in mind that is only a very short solution. That hot Texas sun will only destroy what ever is left!
