If you have any mechanicing experience, changing rotors and pads will be an fairly easy job. If you are unsure about what you are doing, download the FSM (link in sig) and/or watch a few Youtube vids.
Definitely not a dealer-only job. No special tools or fancy electronics required. Any mechanic should be able to handle it. If this is routine maintenance, you may not need to replace the rotors.
