What are Federal tires? I have never heard of them. Are they an in-house brand for one of the local tire manufacturers? In which comparison/test did Federal tires beat out

What are Federal tires? I have never heard of them. Are they an in-house brand for one of the local tire manufacturers? In which comparison/test did Federal tires beat out Bridgestone S-04's and Michelin PSS's??? I am interested in seeing this article, please.
