You can certainly hit the track with Tony's old setup from 2016 as referenced in the picture, but i'd be hesitant to call it a "full track setup".

Also regarding 19's on a track car, most grassroots racers try to stay away from anything larger than 18's for the following reasons...

More limited tire choices than 18's
Cost of tires and wheels
Cannot rotate tires with the stagger of most 19's
Weight
Did i say cost?
Oh yeah and cost
