So even if someone has already done CAI, CBE, and HFC's, but later wants to do NST pulley's, they should wait to get the tune until the pulley's are done?

So even if someone has already done CAI, CBE, and HFC's, but later wants to do NST pulley's, they should wait to get the tune until the pulley's are done? I was thinking pulley's really wouldn't effect the tune.
