I would strongly disagree with that if you plan on driving on the street in the spring/fall in the northern states. Get a 19 row or 25 row if you are still primarily street driving.

I have had trouble getting up to temperature on 70F days on the street with my 25 row cooler. Aside from the track I almost always drive with a block out plate in front of the cooler.
