I hate to admit, but this guy is local to me. He's in Jacksonville and I've seen his car around before. I have no idea what purpose those bars do.

I hate to admit, but this guy is local to me. He's in Jacksonville and I've seen his car around before. I have no idea what purpose those bars do. I was just in the Phillipines last year I didnt even see Jeepneys with those bars on it.
