It's hard to tell if the kids are doing this out of hate or envy or just a couple of boys being boys. You have to split the blame between the kid and the parents either way.

I have a four year old boy and he is at an age where he is pushing the boundaries to see how far he can go. This is a good thing as it helps him understand consequences and is key to his eventual independence as a man. It doesn't make him bad, evil, or hateful. However, he knows to respect the property of others and knows the consequences if he doesn't.

In my opinion, the most effective course of action is to track down both boys and request to have a conversation with the kids' parents with them present to show the evidence and communicate your disagreement with the behavior. Also let them know that you have cameras up that can see all the way down the road in both directions and that the video will go to the press along with his name if it ever happens again. He won't ever come back and who knows maybe the parents will tighten things up with the older kid.
