The vast majority of cops I've run into are regular folks who are trying to feed their families by doing a (mostly) thankless job. Sure, there are a few bad ones (as with any other group of humans) but, for the most part, they are just trying to make a living and not out to "get" anybody.
I'm not so sure that the OP ran into a bad cop. The cop could have noticed the illegal tint the day/week before (many of us buy Zs because they stand out from the crowd and are memorable) and was too busy to pull OP over at the time. But I wasn't there, so that's just a wild guess. In any case, since OP was running illegal tint, IMNSHO, he should be happy that all he got was a warning.
