Now take that example and think about 3rd gear going 50mph and when I try to switch to 4th it wont let me. I feel like If I shift really fast it will but If I dont shift within 2 seconds it blocks me.

Hopefully that makes sense
I assume you do not have sports package (w/ SRM). I am also assuming there are no grinding noises or anything like that. If you wait too long in neutral for an upshift, your RPMs might drop a little low for a smooth gear shift. At the higher gears you will drop fewer RPMs so you might find yourself needing to let out the clutch quicker than you would for a 2nd to 3rd shift. If the RPMs drop too low you'll feel the transmission struggle as you let out the clutch, but it shouldn't physically prevent you from shifting into the gear if the clutch pedal is fully depressed. To help out the transmission, you can blip the accelerator to bring the RPMs back up to an acceptable number for your gear shift. When downshifting while braking, this maneuver is called heel-toe.
