Does anyone know what the difference is and what rev this newest part is? Do I assume from the "D" in the first part of the number that is is rev D?

Those are very possibly the same part. From what I have noticed about other part numbers, the D and the 4 at the beginning mean the same (D is 4th letter of alphabet).
The revision code is the last letter. 48700-JF00D D8700-JF00D.
