those holes are on the center grill piece, not the painted bumper. I think a body shop can do it for a reasonable price since its just a black plastic.

those holes are on the center grill piece, not the painted bumper. I think a body shop can do it for a reasonable price since its just a black plastic. You could also buy an EVO-R carbon fiber upper bumper cover
