i have a low college style budget, but do have some money for upgrades. i have the option of adding around 10hp to the wheels, or dropping 150lbs, which would you choose because i can only do 1

This.
Also, a balance of both can be done if you want.

Weight lose:
-Junk in the hatch area
-Relocating the battery to the rear

Both of which are easy DIY projects

I would do test pipes/high flow cats and k&n panel filters if I were on a budget.

On a real to the op, just add the power and remove the weight. Done deal.

i can either have fiberglass nrg seats, which only weigh 11lbs each, or install a tuner, which adds about 15hp (on top of other future upgrades). or, i just remembered, new springs

Bold part, not always.
Honestly you are going the wrong way. Get some HFC or TP, then exhaust, drop in filters and finally a tune if you want to add power. For weight reduction I would remove the junk in the hatch area, relocate your battery to the rear (maybe buy a light weight one if you want).

What is the purpose of this build? You say NRG seats but you are a college student so is this your daily driver?
