I have never heard of any one ever getting arrested for running HFC.

Google "got arrested for high flow cats". Search for 10+ pages and you won't find a single post or thread about someone getting arrested for it. That should be your reassurance right there. If someone ever got arrested for it, then I guarantee you they would've posted it on a forum or something somewhere.
