7 is usable in manual mode, but there are ranges for each gear. If the gear you want to move to would redline the car when downshifting, or take the rpms way too low upshifting, it won't let you do it. I don't actually recall whether 7th is usable at 60mph on mine, but I'll check when I drive later today.
