You watched this and did/said nothing!? I never get lucky enough to actually witness this BS occurring. This is beyond just bad parking. She is blocking a handicapped spot!! Now she is under the assumption that this okay behavior. The kid too.

Please yell at her next time and do it in right in front of her kid. It's a perfect opportunity to teach her, her kid, your kid right from wrong. If you lack the spine, then at least have your kid relay the message to her kid. "Your mom is a crappy parker".
