Body shop FAILURE!

So what is the proper way to paint the Nismo bumper? It would seem that ALL of these bumpers will have the same issue. With rock chips showing the gray

It would seem that ALL of these bumpers will have the same issue. With rock chips showing the gray primer color underneath!
