I've driven city and highway, 7 to 102 degrees, 0 to 100% humidity...pretty much any situation you can be in without tracking it and the highest i've ever had the temp get to is 223. The normal range for me is ~200 in winter and ~215 in the summer.

Then you should consider yourself one of the lucky ones

The OP states an ambient temp of 45°F. That's hardly warm enough to get the tires up temp much less the oil unless you're doing burnouts and driving around in 2nd gear.
It's 41° here today, and a spirited romp around my local twisties produced oil temps around 180°.
The OP should come back and report when it's 90° where he lives.

I was doing 90mph on highway for about 30~45min.
no burnout no 2nd or 3rd gear.
6th gear + cruise control + 90mph + 30~45min = around 210~215F.
and i just wanted to know if it is normal.

It's fine. In 70* weather my z06 runs 195* doing what you described and that's with an oem cooler, 10.5qt dry dump and only turning 2k rpm. Another 20* for a car with about half he oil, more rpm, and no oil cooler sounds just fine. I wouldn't sweat that.
