Did the prior owner repaint the front bumper?

is the vin tag on the bump? If so, probably just a respray which isn't uncommon due to rock chips/scratches. And I wouldn't worry about it.

I dont see the vin tag on the bump. Do we have a specific area for the tag?

so the bumper has been replaced most likely due to accident. sorry.
