depends on the dealership. show them that you're a serious buyer and give them a reasonable counter-offer (example: 22k) and see what they say.

or if the posted price is 24k, ask them... what's the total OTD price (taxes and fees included). Once you figure that out, negotiate that number instead.

2k down is very little, and if cap 1 isn't giving you more credit, it sounds like your credit score isn't all that great either, so your APR might be pretty high. 2k is only covering the taxes and then some...maybe you should re-consider your purchase for a while and save up some more first.
