The developers of this car clearly know the basic chemistry involved in separating hydrogen from oxygen and recombining them. The HHO gas maybe acting as a catalyst to improve the efficiency of the gasoline combustion allowing a leaner fuel mixture. Look at water injectors used to allow higher compression motors to run turbo's. I'm sure someone told them they couldn't make more power because water doesn't burn.
