If your dolly is similar to this one *, then you should be OK towing with the rear wheels off the ground. Check the Owner's Manual to be sure. Edit:

If your dolly is similar to this one*, then you should be OK towing with the rear wheels off the ground. Check the Owner's Manual to be sure.
Edit: You'll need to find a way to lock the steering while towing. *Not a recommendation, just an example.
