Slipping belt would also be consistent with lower boost output. If its squealing, that also suggests slipping belt. If the pulley itself is out of round or wobbly in the center, I'd get it off of there before it wrenches itself too much... Are they aluminum pulleys? It is certainly possible for them to warp. Another possibility is bad bearings on the SC, which could also cause all of your symptoms.
