I still don't understand how ones credit rating effects your premium. You either pay it or you don't. What am I missing here.

There's no rhyme or reason when it comes to insurance premiums. At the end of the day, they are a for-profit business and one of the biggest scams IMO. They collect and pool up money through premiums, occasionally payout a few claims, in which these "losses" are passed onto the policy holders.

I think the minimum driving age should be raised and a maximum driving age should be set, esp. in FL.
