What does it mean by "Rep Power"?

What does it mean by that? Why is mine still 0 after all this time and after over 40 posts? Yet I see some members with a rep power of

Default What does it mean by "Rep Power"?

What does it mean by that? Why is mine still 0 after all this time and after over 40 posts? Yet I see some members with a rep power of at least "1" and they only have 4 posts and they just got here less than a week ago. Why is that?
