Well, I don't think the 18" is a whole lot quieter that the 12" but it does eliminate most of the rasp, as most say....I don't know by experience, obviously. So perhaps you should upgrade to the 18" to be on the safe side. For instance, if you take a look at M4A1's 'Dragon' videos (a few pages back), you'll see that it's still plenty loud but it's smooth sounding throughout. Keep in mind that he still has stock cats and headers.
