How to pass emmissions with test pipes?

But from my understanding HFCs is also illegal too. Also it doesn't pass the test either. If I am wrong please correct me.

More often than not the issue with HFCs failing inspection would be if a hard-line inspector decides to fail them after a visual inspection. It can happen, it has happened, but it's probably not very likely. They could be considered illegal because by technicality they are a modification to the emissions system, even though 99% of the time they pass smog.
