just as the title says, will these pass? I'm on the fence about purchasing these but do not want to remove yearly for smog. I know they will not pass

As Berk says in the Add " OBDII & 49 state compliant ". Will they pass the sniffer test. Sure as long as your ARF's are within factory Specs.

Yes they will pass the sniffer test, I have heard of a number of g37 guys who have been successful in passing the sniffer test with HFCs. The issue you will have is the visual inspection: if there is anything non-stock on the car, the mechanic can fail you on the spot. Granted, not many of them will go over the car with a fine tooth comb but just something to be aware of.

That said, a HFC that has been used and has discolored from heat will not look out of place underneath the car from a glance.

If you can find a way to attach the factory heat shield it will look even more stock like.

They finally got rid of the sniff test in my state. Now they just plug into OBDII and ask the car.
