It's when you bring in your car for smog check (which is about 5 years later from what year the car was made or bought - not too sure). They will test by sniffer and also visually inspect the catalytic converter, if it's in placed or changed. You may pass the sniffer, but will fail by visual. Back to the topic... those are nice numbers!
