Help with Idle Air Volume Relearn Procedure

Ok, just tried again following instructions in the other thread. I'm assuming "ON" is on without the engine started. In this state, the battery only reads 12.0V, not 12.9V like

I'm assuming "ON" is on without the engine started. In this state, the battery only reads 12.0V, not 12.9V like it says under "PREPARATION". I'm assuming this is why the procedure doesn't work.
