Do blow off valves need to be cleaned on S/C car?

Can anyone link to cleaning instructions for the QRJ? I am getting terrible flutter when cruising under partial throttle.

Have you always had that flutter at that speed on a highway or is it new?

The reason I ask is because I have a Tial bov on my a A to A, SC setup and on a highway (on cruise control at about 60MPH/100KMH) when boost is 0 it flutters continually unless I back off or accelerate (changing from negative or to positive boost) then it stops. It's not because it needs cleaning, it is it's normal operation.
