I would just use a air powered reciprocating saw with fine teeth for the initial cutting.

The ducts come with a template and the air is directed strait in through an opening in the radiator core that enters directly where my K&N Typhoons now feed cold air from. I placed masking tape down on my bumper and then transfered the outline from the templates to the tape. Using a drill and a 9/16" bit, I drilled a hole at each corner. Next I cut out the bumper following the templet lines with a jigsaw. I had to replace 2 long bolts in the radiator supports with shorter ones so that the ducts would clear. The ducts are held in by 3M double sided tape but you can use screws if you so desire. It takes longer to pull the bumper than install the ducts.
