2012 foglight install - what is it?

So I'm gtying to install my JDM foglight in my 2012 and I find this wire. It's like the harness is just looked to a deadend on the side of

So I'm gtying to install my JDM foglight in my 2012 and I find this wire. It's like the harness is just looked to a deadend on the side of the fog. I havne't noticed this in any of the other pics I've seen. Is this standard, or did they put a harness in for 2012?
