Generally windows that can darken contain tiny filaments that adjust their alignment via electric current to block out light to varying degrees. I don't think it acts like window tint, however - meaning you wouldn't be able to see out anymore than see in.

In regards to the OT, this would be a cool mod if I finally get fed up with being pulled over for only having my front plate on my dash. 4 months so far and no problems though - it even gave one officer an excuse to hand me a ticket for that instead of speeding. (loss of my license speeding, no less!!)
