Paint will look the best when initially done but it will be easier to notice imperfections and scratches on your rims from road debris after a while unless you repeatedly apply new coats of paint.
Powdercoating offers a more durable finish; however, the process tends to be harsh on rims and might affect their durability. The end result will be more or less the same for either option, you just have to balance the pros vs cons.
