Which wire do I put on to the cig lighter fuse? The solid black on or the solid black one with the white stripe? And do I simply just put

Which wire do I put on to the cig lighter fuse? The solid black on or the solid black one with the white stripe? And do I simply just put the tap a fuse around the cig lighter fuse that is in my fuse box and then slide the wire onto it?
