Chin spoiler - is this part of the sports pkg?

Has anyone here been able to remove their front chin spoiler? I'm having difficulty in removing the rivets and was hoping someone could help me out. Thanks!

Normally I'd use a drill bit for pop rivets but this case was different. At first I tried a grinding cone but all that did was spin the rivet around and heat up the plastic (and melted it). I ended up using the bit in the picture below, it worked great.

What is that tool called? I take it we need to destroy the rivets in order to remove the chin spoiler? Assuming rivet destruction is necessary and the only way to remove the chin, won't that leave tiny fragments of rivet inside the front bumper rolling around?

Right now, I'm just thinking of grinding or sanding off an inch from the chin spoiler. Although, that may end up destroying the chin anyway.
