I see several potential solutions. It looks like the bolt hole in the pedal assembly is possibly large enough to slide the assembly over so the nut clears the lip.

I see several potential solutions. It looks like the bolt hole in the pedal assembly is possibly large enough to slide the assembly over so the nut clears the lip. Or find a different nut with a smaller lip. Or add a few small washers that do clear the lip so the nut can tighten down.
