from context it appears fairly obvious that when he says "plate 15" he's simply referring to model year 2015.
His location is Norway, it is likely local expression for what we'd say as, "2015 Nismo" also, it is clearly not just an add on tape, there's structure to that lip. i guess the dude would have to pull it off to show us
