Anybody know what these are for?

I've also been thinking of taking these air guides off. They always scrape on my driveway and sound terrible. Looking at the under body, these guides sit much lower than

They always scrape on my driveway and sound terrible. Looking at the under body, these guides sit much lower than anything else. I can't imagine they really help that much with fuel economy/air flow.
