You should be checking your tire pressures more often that 13k miles, I guess this is why the government mandated the dummy light! Tire pressures change with the seasons (temperature), they may have been filled correctly by the dealership on a nice 90F day. 30 isn't dangerous but you wouldn't believe how many SUV's I see barreling down the highway at 80mph with dangerously under-inflated tires. I always give them space in case they blow out, lose control, roll over and burst into flames (they don't call them Ford Exploders for nothing).

As for the other problem with the light flashing and then staying on, it can happen if you idle your car for a long time as the sensors only send a signal when moving. If it still happens when driving then you have a faulty sensor, as mentioned above there are ways to get flash codes, or you can hook up to a consult III at the dealer. Sensors can be damaged by harsh bumps and potholes or during tire mountings.
