Catalyst sensor not working?

It has had the GTR plugs in it for a while, bought them Summit. Last time I had them out to close the gap ever so slightly the plugs look

Last time I had them out to close the gap ever so slightly the plugs look like they are burning well. I also noticed that Fuel Monitor is not getting ready. Being this is a continuous monitor I would think it should ready right away just like the misfire monitor.
