Exhaust Gas Recirculation (EGR) would be around idle. On some cars the intake valves are open just enough on the exhaust stroke to let some exhaust gas back into the intake runner. The exhaust gases cool then find their way back into the combustion chamber on the intake stroke. Exhaust gas helps lower combustion temperatures which reduces NOx.

To use a diesel for example if the EGR valve is stuck open while trying to accelerate there will be a lack of power and black smoke out of the exhaust. This is because the boost is going through the EGR valve, through the EGR cooler and out through the exhaust manifold.

Where ever you read that exhaust gases increase performance makes me laugh.

Egr can make power in a very tiny limited case senario but you want see it from an oem system and that is as an ignition event buffer, just a bit of exhaust gas sto kill preignition when really really hot. Good race motors do this with just a hair to much exhaust overlap though so it doesnt really count as egr. Also it is better to design the head to reduce preignition and completelly evacuate the cylinder than to do it any way, but irregardless to the topic if the car only sees high load occasionally it can be the cats another thing is the exhaust heat shielding finally getting hot enough to burn off the crap that gets in from DD use. This is probably the case if you open the hood and the smell gets 10x worse.
