Since the same side is affected, even with a new TB, it sounds like a wiring or ECU problem to me. First thing I'd check is control voltage at TBs.

Since the same side is affected, even with a new TB, it sounds like a wiring or ECU problem to me. First thing I'd check is control voltage at TBs. Wiring diagrams, pinouts, &c are in the FSM (see link in my sig).
