I'm a little confused. Why are these things called toe bolts? Judging from the pictures, it pushes or pulls the lower control arm in or out and not front to

Judging from the pictures, it pushes or pulls the lower control arm in or out and not front to back. This tells me that it adjusts camber, not toe. Unless i'm just looking at the pics completely wrong.
